Founder
Dr. Zurab Ashvil is the creator of L3RS-1 and the architect of the deterministic compliance framework that underlies it. The architecture traces its origins to 2013, when Dr. Ashvil began developing L3COS — a protocol-layer system for embedding compliance, governance, and legal binding directly into digital asset objects.
In June 2020, Dr. Ashvil delivered a fully operational CBDC prototype inside the Bank of England's CBDC sandbox, demonstrating that central bank governance authority — emergency freeze, balance seizure, force redemption — could be enforced at the protocol layer without off-chain intervention. That same year, he published a guest essay in Wired arguing that CBDC deployment would fail without adequate infrastructure and legislative foundations. The Bank of England's Digital Pound has since been pushed to 2030.
Between 2020 and 2026, the architecture was stress-tested across five live deployments: the Bank of England CBDC prototype (2020), Agridex agricultural trade finance (2020), Fiat-on-Chain payment infrastructure (2022), Cleverjet private aviation (2024), and T3RRA commercial real estate (ongoing). Each deployment validated the architecture across a different regulatory environment and asset class.
The public release of L3RS-1 in February 2026 as an open, royalty-free standard represents the culmination of thirteen years of development and five production deployments across four continents.
